
Legislative Update: SB 43 Prevailing Wages for TIF Districts and Enterprise Zones
June 30, 2009Thanks to all of those who called their legislators regarding Senate Bill 43, which would require businesses located in Enterprise Zones and Tax Increment Financing (TIF) Districts to pay prevailing wages for construction and maintenance work. The voice of business came through loud and clear, as evidenced by the following letter from State Representative Bob Flider:
Now that the General Assembly has adjourned, I wanted to take a moment to write to you about what happened with SB 43.
As you are well aware, SB 43 is legislation that would require prevailing wage be paid on all construction and renovation projects located within the boundaries of an Enterprise Zone or Tax Increment Financing (TIF) District. I have received numerous calls from both sides of this issue, and I have serious concerns about this measure and the effects it will have on small businesses and our local economy.
To address these concerns, I vigorously worked with the House sponsor, my colleagues in the House, and labor and business leaders to work out an amenable solution that addresses the concerns many of us have about this legislation.
I am writing today to inform you that your concerns have been heard by members of the House. The large volume of phone calls, emails, and letters that I, and many others, received on this issue helped to postpone this legislation. As a result, SB 43 did not come up for a vote before the full House prior to adjourning at the end of May.
